I have had & used these before. They've ranged from cheap to expensive. This one is in the upper-mid price range.
It is at the very bottom in quality.
"Coated Rods", the description says. It doesn't mention that the rest of it (the "X-Frames") is made of thin, light, extremely cheap wood. So cheap that it obviously broke when they inserted the (also cheap & flimsy!) "slotted snap locks". You can see where they glued it back together.
The holes are not properly aligned, which made it difficult to get all of the rods completely inserted at once.
One of the wooden slats is thicker than the others. Who cares? Well, because the wood is too thick, the plastic snap-locks they inserted in the holes cannot go all the way through properly, which means the plastic 'lip' won't go over the edge of the hole and lock in place. Therefore, when you try to insert the rod, it just pushes the lock out the other side.
The thing only "locks" in the tallest position, so you can't set it lower for wider-spread drying. To be fair, some of these are flexible in this area and others are not.
It is so flimsy that it's unstable; more so when you hang things on it.
Crappy quality and workmanship aside, the instructions are very simple. The pieces are color-coded and almost anyone should be able to figure out how to put it together, unless their pieces are as badly made as mine. There is no customer service number.

It isn't worth the box it's mailed in, let alone $12. The poles and pieces of balsa wood that supposedly hold the thing together break apart while assembling it. (The poles are all the right length by the way, you just have to assemble it correctly - not an easy feat. It's very easy to put it together backwards. And then taking it apart and putting it back together the right way is nigh impossible)

First the plastic rods were all different lengths. When I tried to assemble the uneven plastic rods, the frame broke. When I tried to close it, another part of the frame broke. So now, I have to hang up my clothes on doors. Warning, don't buy.

Several horizontal bars broke nearly immediately. Even after temporarily reattaching them, the product can barely support the weight of a single pair of wet jeans without listing and threatening to collapse. I can use it only by leaning it against something solid such as furniture. I would not buy this product again notwithstanding its low price.

Where do I begin? The instructions were in shreds, due to having been stapled to the plastic bag containing the rods. The instructions were unclear as to assembly. The rods didn't fit well into the rack sides. This was a cheap item with regards to price, so I didn't expect very much - but I got even less than I expected. I don't think I'll be buying anything by this manufacturer again.
